The study was primarily quantitative but also used a focus group/interview approach to add information not gleaned from the strictly quantitative part. The quantitative analyses included a t-test for repeated measures to determine if there have been significant changes to federal research expenditures pre and post the existence of the RDF that is supposed to increase research capacity of colleges and universities. A chi-square test of relationships was used to determine if a relationship exists between the category of institution and rate of growth of its research capacity. Finally, stepwise multiple regression analysis was used to examine institutional variables in relation to its rate of growth in research capacity. Additional analyses were performed to examine if indications of impact of the RDF on variables indicative of research capacity change might be identified. No relationships were identified.

The study arrived at the following quantitative results: there was a statistically significant increase in the research capacity of non-Permanent University Fund participating institutions of higher education in Texas since the inception of the RDF; there was a significant relationship found between the Carnegie Classification category of institution and the rate of growth of research capacity between fiscal years 2005 and 2006 and fiscal years 2006 and 2007; and only one institutional variable, the ratio of part-time faculty headcount to total full-time faculty headcount, was found to be statistically significant. Based on the focus group and interview component of the study, research representatives perceived the RDF as positively impacting the research capacity of their and other institutions, yet representatives had differing views as to whether the RDF program can be enhanced. Additional analyses were performed.

The following implications for practice can be inferred: the Texas Higher Education Coordinating Board (THECB) should continue the RDF; the THECB should consider producing a definition of research capacity along with examples; the THECB should consider other structures for distributing RDF; the THECB should consider changes to the RDF annual reports required from participating institutions; and it would be advantageous for the THECB to hold focus group sessions with research representatives to ascertain additional recommendations on the RDF.

The following recommendations for future research were made: continue to perform tests to determine whether the research capacity of non-PUF participating institutions continues to increase; evaluate other institutional variables that may result in finding relationships that do exist; researching and comparing other research capacity enhancing programs in other states; and perform an in-depth study of specific institutions in Texas and throughout the nation whose rate of growth in research capacity has been significant.
