The purpose of this study was to analyze the affect of several individual and neighborhood level variables on recidivism rates among African-American male supervised releasees and parolees under supervision with the Court Services and Offender Supervision Agency (CSOSA) in Washington DC.

The sample consisted of 1037 offenders who began or were on supervision with CSOSA during FY 2003. Preliminary results showed that over 45% of the offenders recidivated. This is substantially less than the national average which suggests that there is between a 62.5% and 67.5% recidivism rate (Beck and Shipley 1989; Langan and Levin 2002).

Nine variables were analyzed in the study: age, employment status, education level, criminal history, mental health condition, homelessness, poverty, residential instability and residences in a close proximity to crime hotspots. Many of these variables have been correlated with recidivism in previous studies (Morgan, 1994). The logistic regression conducted in this study showed that two individual level factors and one neighborhood level factor were significant predictors of recidivism: employment (B=.262, p<.047), education (B=-.359, p<.025) and residential instability (B=.259, p<.066). The results also showed that neighborhood and individual level factors intersect to increase the probability recidivism by 46% (B=-163, p=.027).
