Coordination of humanitarian aid in both disasters and complex emergencies has been a major issue of discussion for the HA environment for a significant period of time. Obstacles to coordination include the complexity of the emergency itself, the increasing number of players and the lack of a centralized command authority. Critical to continued improvements in coordination is a re-conceptualization of the environment as a network and an emphasis on information management systems. Information management, while required to enable agencies to make effective and timely decisions in this decentralized network, can do more. Information management tools can be catalysts for cooperation and increased relationship building. By making this an explicit goal of information management tools, in both their design and execution, institutional leaders will improve the overall coordination situation, resulting in increased effectiveness and efficiency of humanitarian aid delivery.
