The first essay, "Cross-Cutting Cleavages and Government Spending" adds personality to voters by assuming they differ not only in terms of their preferences, but also in terms of their behavior. By combining both behavioral and preference differences, the model in this essay makes six predictions, all of which are supported by data from large U.S. cities.

The focus then switches to politicians. In "Carrots and Sticks: Punishment and Party Power in Congress" I consider the personalities of congressional leaders. Specifically, the essay examines the personalities of legislative leaders elected by legislators, and how their personalities change with parameters such as the majority party's size. Legislators are more likely to elect vindictive leaders when the size of the majority party or the benefit of passing the party's legislative platform increases. Legislators are less likely to elect such leaders when the number of centrist legislators increases, or the costs to centrist legislators of voting for the party's legislative platform increase.

The third essay adds personality to political donors. In keeping with empirical research, we assume that political donations are a form of consumption, rather than vote buying. Moreover, we assume that voters only care about the quality of policy, and that a politician's fundraising and policy-making ability are correlated. Under these assumptions we find that politicians raise and spend funds even though voters would prefer politicians to devote all of their efforts to making policy. In addition, politicians will not generally support campaign finance reform as doing so would make future election campaigns more costly.
