U.S. China policy of the Truman Administration during 1949 and early 1950 provides an interesting case of the judgments of policy makers being distorted through the interplay of their values and beliefs. Throughout the first eighteen months of the Truman Administration, the U.S. China policy was made based on the following two images of China: (1) A Communist China would become a subservient puppet of the Soviet Union, and the victory of the Chinese Communist Party would be a threat to the Free World (as part of the grand strategy of the Soviet Union); (2) China and the United States had historically enjoyed a special relationship which should be maintained.

The conflict between these two contradictory images of China led the Truman Administration to remain indecisive in its China policy during 1949 and early 1950. This non-policy toward China was born of the contradiction between the policy makers' belief in monolithic Communism and their image of China.
