This study is a historical materialist investigation of state export capital as a tool of modern imperialism. Two types of data were collected to fulfill the objectives of the study: (1) archival data---from the World Bank, the United Nations, US AID, and UK ODA---which cover the time period of the study; and (2) historical studies of the relevant social processes that predate the time period of the study.

Huge volumes of state export capital were invested in Taiwan and South Korea for the purpose of establishing modern economic and social infrastructures to support high-technology industrial production during a period of rapid world economic growth. State export capital was invested in Zimbabwe and Zambia for the purpose of enhancing their extractive production of primary commodities for export.

Taiwan and South Korea, unlike Zimbabwe and Zambia, received industrializing state export capital to operate in the international division of production in a manner that generates more social gains. In contrast, Zimbabwe and Zambia received the type and level of state export capital to perpetuate socioeconomic contraction.
