There are several, individually interesting portions of Coggins' career. Coggins' work in counter-espionage was seminal in the United States, laying the foundation for a Naval agency responsible for pursuing spies and other threats to national security. His work in this field also brought him into close contact with the Japanese-American (Nisei) community in Hawaii. Coggins became an ally of this beleaguered ethnic group, just as the U.S. government was in the process of "relocating" many Nisei against their will to the country's interior. Finally, Coggins' examination and later development of chemical, biological, and psychological weaponry during and after the war contributed a dark and fascinating chapter to the evolution of modern warfare in the Cold War.

Cecil Coggins' story reveals an illustration of U.S. national policy on two fronts: the development of a multi-phased intelligence community, and the decisions to implement some of the knowledge revealed by this group of agencies. His work combines both halves of what has been identified as the 'dilemma' of the intelligence community: internal security versus foreign intelligence gathering. Furthermore, Coggins' unusual influence suggests that his status as a member of the "technical elite" within the military gave him access to senior policy circles which might have been denied to others of his rank. Cecil Coggins' life offers a strong argument for the benefits of studying biography as a component of historical inquiry, particularly when such investigation involves so turbulent and critical a period as the Second World War.
