The Chinese civil war was a major American foreign policy and national security concern throughout the eight years of the Truman presidency. The conflict inaugurated a new, contentious era in Sino-American relations and set the stage for the confrontations in the Taiwan Strait during 1954-1955 and 1958 and in Southeast Asia during the 1960s.

The U.S. Navy, as one of the prime executors of Truman administration policies in China, had a significant impact on the course of the civil war. For, although the President and his secretaries of state intended to avoid major U.S. involvement on either side of the internal struggle, their actions, especially the employment of the American fleet, favored the Nationalists. During the fight for the mainland, U.S. Seventh Fleet transportation enabled Nationalist armies to occupy contested regions of China. During the Korean War, the fleet protected the Nationalists on Taiwan from attack.

Throughout this period, Navy leaders, as others in the defense establishment, complicated the administration's efforts to avoid or escape entanglement in the civil war. Further, the actions and public pronouncements of key naval officers and officials disturbed relations with American allies and raised suspicion in Beijing of American intentions in the Far East.

The men directing the Navy approached the China problem from a special perspective. Unlike many in the State Department, they considered the Chinese civil war a manifestation of Soviet-directed international communism that demanded American opposition. They understood little about the imperatives driving Mao's movement or its independence from external control. Asia-oriented and convinced of the efficacy of force, they were more inclined than administration leaders to advocate war-risking measures against Communist China. Further, they felt the deficiencies of Jiang and his Nationalists less important than their anticommunist credentials.
