Presentors, Roy Carr-Hill, Geoffrey Hardman, Stephen Martin, Stuart Peacock, Trevor Sheldon, and Peter Smith
The authors, all from University of York, identified a small set of unambiguous "needs" variables with a two-stage least-squares regression method and then regressed utilization rates against these needs variables. At this stage, multilevel (hierarchical) modeling techniques were used to refine the model to reflect large historical variations in supply between areas. The central government accepted the findings of this study and plans to phase in the new formulas. This has resulted in directing funds away from affluent areas towards the poorer inner cities, more effectively matching health care expenditure to health care needs.
