In 1991, Congress passed the Defense Authorization Act, requiring the military services to dramatically reduce manpower. In order to deal with the complexities of downsizing, the ArmyOs Office of the Deputy Chief of Staff for Personnel developed the Total Army Personnel Life Cycle Model (TAPLIM). The multiple-criteria decision-making protocol was used to gain valuable insights into the long-term effects of various staffing policies.
