North Carolina needed an equitable pupil transportation funding formula that increased operational efficiency while allowing for wide variations in operating conditions. The funding formula's emphasis on efficiency resulted in significant changes in bus routes, schedules, and school start and stop times, as well as inventory management. In 1991-92, the state operated with 1,159 fewer buses, saving
