An extensive multi-year effort by Queues Enforth Development, Inc. (QED) of Cambridge, MA successfully reduces 40-hour to 70-hour arrest and arraignment procedures to a more acceptable maximum of 24 hours in New YorkOs four major boroughs. Implemented since the completion of the study in 1990, the reforms have saved the city tens of millions of dollars, besides lowering average arraignment time.
