In 1983, at the request of the Turkish Government, Istanbul Chamber of Industry commissioned an MS group to study causes of the decline in available housing, with the objective of reversing the trend. The group made a thorough analysis of the economic, social, demographic, technological, financial, legal and institutional aspects of the complex problem using a combination of mathematical tools and expert opinion. As a result, subsequent legislation and implementation largely followed the recommendations, with the annual construction of housing units increasing by 12.4% in 1984, 36.3% in 1985 and 51.5% in 1986.
