This dissertation investigates the impact of wildfire hazards on California's home insurance market, addressing the subsequent withdrawal of insurers and the utilization of the FAIR Plan. Utilizing a mixed-methods approach, the study blends quantitative analyses of historical data on wildfires, insurance losses, and policy trends with qualitative insights from property and casualty (P&C) insurance experts. Key findings reveal a substantial correlation between the severity of wildfires, financial losses, and insurers' decisions to withdraw from the market. The FAIR Plan emerges as a consequential alternative for fire hazards, witnessing increased utilization but facing challenges of accessibility, affordability, and suitability. Expert opinions emphasize the need for rate adjustments, regulatory changes, and fire risk mitigation strategies to encourage commercial insurers to reenter the market. The study offers recommendations for future research, including a more inclusive stakeholder approach, in-depth analysis of lurking variables, and exploration of regulatory dynamics in other states facing similar challenges.
