While modern overpass bridges are safe from collapse, their functionality will likely be compromised in the case of a design-level or beyond-design-level earthquake, which may generate excessive residual displacements of the bridge deck. This research develops a method for the probabilistic evaluation of the post-earthquake functionality state of a bridge. The approach is founded on an explicit evaluation of the structural responses of a bridge following an earthquake and the associated traffic capacity and functionality by considering realistic traffic load scenarios.To properly evaluate a bridge's post-earthquake functionality state, realistic traffic loadings representative of different bridge accessibilities (e.g., immediate access, limited access, emergency traffic only, closed) are applied in the proposed model following an earthquake simulation. The traffic loadings in the finite-element model consider the distribution of the vehicles on a bridge that cause the largest forces in the bridge columns. This evaluation of the post-earthquake functionality of a bridge may be used in place of current practices to improve public safety and to minimize the economic impact caused by the disruption of the transportation network from potentially unnecessary bridge closures.
