The study of the implementation of public policy has proceeded without an accepted theoretical foundation. As a result, scholars have satisfied themselves with descriptive accounts of why policies were not implemented as planned interspersed with less visible accounts of successful policy implementation. While such discussion may be interesting, it does not further our understanding of policy implementation as a social process. The theory developed here rejects the generally applied research foci of bureaucratic decision-making and hierarchical control in favor of an approach which emphasizes public-policy implementation as a process of creating social reality. During this creative process, various interest groups form alliances and act in ways intended to protect the well-being of their individual members. These interactions effectively become policy implementation and lead to subsequent alterations in the way our society functions. The author hypothesizes that the interaction of three distinct variables in this creative process--the policy environment, the policy itself, and the ways in which participants in implementation anticipate the policy will affect them--are the primary factors influencing the implementation of public policy. Preliminary scales for measuring the interaction of these variables are presented and demonstrated in a test of the theory. The test examines a case study of successful implementation of state policy at the county level of government.
