In parallel with China's social welfare reform in the beginning of 1990s, self-help organizations have begun to emerge with emphasis on mutual-aid and self-reliance among service recipients. In recent years, self-help groups for the disabled persons (SHGDPs) have gradually developed in China because of their significant social welfare function in meeting individual, group and community needs. This study chooses six SHGDPs in Beijing and applies the institutional theory and organizational ecology as the theoretical perspective to explore the impact of societal factors on the development of self-help groups for people with disabilities in China. The qualitative research method is chosen by using the in-depth interview, participant observation and documentary review to collect data. The major findings of the study include: First, the development of SHGDPs is generally at the embryonic stage. Compared with other grass-roots NGOs, the SHGDPs are 'grass-roots of the grass-roots'. The opportunities and constraints of development are co-existed in the social environment. Second, legitimacy constitutes the prerequisite and foundation of development of SHGDPs. The state of lacking political legitimacy or insufficient political legitimacy constitutes the bottleneck of the development of SHGDPs. The insufficient cultural legitimacy leads to their overall low social recognition and acceptability. Third, the interaction with the key institutions, including the Federations of Persons with Disabilities, the NGOs and the enterprises constitutes the important social support for the SHGDPs. This directly affects the SHGDPS to acquire social resources. Fourth, the societal factor - professionalization comprises professional education and professional support. The inadequate professional education causes the development of the SHGDPs falling into a vicious circle: "insufficient ability - affecting administrative efficiency - low commitment of members - unfavorable project outcome - difficult to enhance organizational capacity". Although the voluntary professional support as the core of professional support is advantageous to guarantee the autonomy of SHGDPs, it has also creates some negative effects. Based on the above findings, the author further discussed the three societal factors - legitimacy, key organizations and professionalization, and proposed the multi-dimensional development of SHGDPs within the multiple institutional environments. The implications of social policy and practical services for the development of the SHGDPs are also addressed.
