This paper examines regulatory policies for per- and poly-fluoroalkyl substances (PFASs) in water. PFASs are a family of approximately 8,000 individual chemicals which are widely used because they are extremely durable; they are used to create many heatproof, waterproof, or nonstick consumer goods as well as in safety applications as firefighting foams. Health research has documented adverse health effects from exposure to these chemicals including immunotoxicity, birth and reproductive impacts, and some cancers. This project presents a policy review which analyzes existing policies and guidelines for PFASs in water at the federal and state levels. There are currently no enforceable federal standards for PFAS concentrations in water, and state policies vary widely in terms of numeric standard, which PFASs they apply to, and degree of enforceability. Overall the regulatory landscape is rapidly changing and varies greatly, and this poses challenges to local authorities and means human health may be at risk. A case study of Barnstable, Massachusetts is used to illustrate the challenges surrounding the existing regulatory scheme. In conclusion, the study makes the case for a legally enforceable federal policy which would set strict water guidelines for PFASs as a chemical class.
