This thesis analyzes the actual effectiveness of the TVPA, its reauthorizations, and current practices in protecting vulnerable child victims of trafficking in the U.S. It will examine the current system in the U.S. for combatting trafficking and identifying victims on federal, states, and local levels. It will briefly address state laws and how these laws or regulations and policies contribute to the identification of foreign-born trafficked children and suggest the best practices that U.S. states, federal, state, and local agencies should adopt to close the gaps in implementation. Finally, this thesis proposes a revival of the Human Trafficking Reporting System, an inactive pilot program, as a basis for handling the identification of foreign national victims of child trafficking.
