I argue that the power relations of foreign tourism in Cuba in the 1990s and beyond were built on and reflect the power structure of pre-1959 foreign tourism in Cuba, which was shaped by US imperial interests. I examine those structures through the lens of power relationships between the three groups of stakeholders in tourism: tourists, locals, and tourism brokers. Rather than use qualitative modes of analysis or an anthropological/sociological approach like interviewing or fieldwork, I examine both archival documents from Tulane University's collection of Cuban tourism ephemera as well as current tour websites and travel blogs. Studying the ephemera of tourism allows for an analysis of the politics of representation in these documents. My study seeks to understand the effect of the ephemeral in an industry where the impact of one individual's week-long vacation might be negligible, but when there are millions of those vacations occurring every year, the impact is anything but fleeting.
