The increasing complexity of metropolitan areas with a consistent growth of population has raised several challenges regarding urban mobility and logistics. Cities have become complex dynamic systems where multiple stakeholders perform their activities, sharing the same space and resources. Seeking to improve the quality of life of the citizens, municipalities are investing in new solutions for the use of public spaces and the mobility of people and freight. However, the increasing level of digitalization and the multiplicity of information and technology communication tools led us to a socio-technical transition period with visible changes in the behaviour of people and emerging new business models, thus creating even more challenges for urban planning and urban mobility. Common strategies to tackle these problems are based on designing new policies or improving transportation networks, either by investing in infrastructure or optimizing transport services and operations. Nevertheless, if the ultimate goal is to improve the quality of urban life, those solutions must be centred on the needs of urban stakeholders, mainly the citizens. Moreover, recent European guidelines point towards the integration of different transport modes, creating multimodal networks and the consideration and study of the interactions between land use and urban mobility. The current socio-technical transition period, grounded on the digitalization trends and the awareness of a need for integrated solutions, provided the opportunity to design and deploy a multidisciplinary approach to handle current challenges. Observing cities as complex systems allows us to apply concepts commonly used in service design, such as service-dominant logic and value co-creation, in order to improve the participation of the different stakeholders and include citizen-centred solutions in the design of smart sustainable cities. One main contribution of this thesis is the multidisciplinary approach designed around four dimensions of the urban context (social, urban, technological, and organizational). This approach is based on three concepts that result from adopting a service-dominant logic perspective. Considering technological resources for digital communication, we have developed a conceptual framework for integrated information systems with the goal of improving the way stakeholders share and access information and, consequently, enhance their decision-making processes. Finally, the application of the framework in four distinct cases allowed for the development of a set of generic guidelines that can help increase stakeholder participation and engagement. The cases also serve as a validation of the framework, showing its versatility and application potential.

O aumento da complexidade das areas metropolitanas, acompanhado do constante aumento de populacao, tem criado novos desafios para a mobilidade e logistica urbanas. As cidades tornaramse sistemas dinamicos complexos onde diversos atores realizam as suas atividades, partilhando o mesmo espaco e os mesmos recursos. Procurando melhorar a qualidade de vida dos cidadaos, os municipios tem investido em novas formas de utilizar os espacos publicos, e em novas solucoes para mobilidade dos cidadaos. Contudo, a existencia de diversas ferramentas de tecnologias de informacao e comunicacao e o aumento da digitalizacao, criou um periodo de transicao sociotecnica, levando a mudancas visiveis no comportamento das pessoas, ao mesmo tempo que surgem novos modelos de negocio, aumentando ainda mais os desafios para o planeamento urbano e para a a mobilidade urbana. As habituais estrategias para abordar estes problemas baseiam-se na criacao de novas politicas publicas ou na melhoria das redes de transportes, seja atraves de investimentos na infraestrutura ou da otimizacao dos servicos e operacoes de transportes. Ainda assim, se o principal objetivo e melhorar a qualidade de vida no espaco urbano, essas solucoes devem ter como foco as necessidades do atores do meio urbano, principalmente dos cidadaos. Alem disso, as recentes orientacoes da Uniao Europeia apontam para a integracao de diferentes meios de transporte, levando a criacao de redes multimodais e tendo em conta as interacoes entre uso do solo e mobilidade urbana. O atual periodo de transicao socio-tecnica, potenciado pela digitalizacao e pela necessidade de solucoes integradas, originou a oportunidade de desenhar uma abordagem multidisciplinar para lidar com os desafios atuais. Estudar as cidades como sistemas complexos permite a aplicacao de conceitos habitualmente usados no desenho de servicos, tais como logica servico-dominante e co-criacao de valor, para melhorar a participacao de diferentes atores e para incluir solucoes focadas nos cidadaos no desenho de cidades inteligentes e sustentaveis. Uma das principais contribuicoes desta tese e a abordagem muldisciplinar que considera quatro dimensoes do contexto urbano (social, urbana, tecnologica e organizacional). Esta abordagem e baseada em tres conceitos que derivam da adocao de uma logica servico-dominante. Tendo em conta os recursos tecnologicos que suportam as comunicacoes digitais, foi desenvolvido uma framework para um sistema de informacao integrado, com o objetivo melhorar a forma como os atores partilham e acedem a informacao, e consequentemente, melhorar os processos de tomada de decisao. Por fim, a aplicacao desta framework em quatro casos distintos permitiu a criacao de um conjunto de linhas orientadoras que permitem melhorar a relacao entre os diversos atores. Estes casos tambem servem como forma de validar a framework mostrando a sua versatilidade.
