Preventing and deterring crime is the purpose of the criminal justice system. The dissertation selected the theoretical deterrence perspective because it pertains to practices and policies within the criminal justice system. Deterrence theory requires a criminal justice policy or practice to punish, reform, and increase public safety. The study explores how drug courts impact public safety as a deterrent to crime. The study identifies the impact of rural Appalachian drug courts on violent and property crime offense rates in the rural jurisdiction. The research problem addressed in the dissertation focuses on a lack of scholarly understanding of how drug courts impact public safety. The nonexperimental research design employed secondary data. The statistical results provided the outcomes of each research question and hypothesis. An example of findings is that drug court participants' recidivism is positively impacted by completing the program and graduating. West Virginia's drug courts produce better recidivism rates than other criminal justice programs. However, drug courts do not affect the public safety indicators of violent and property crime. Findings also found that drug courts are equally accessible and productive experiences for all demographics. Based on the outcomes, the practice implications call for changes to accessing practices of potential drug court participants and an examination of the worthiness of drug courts to the community.
