The US national security and defense strategies correctly recognize the threat posed by strategiccompetition but do not clearly articulate what it means to compete in this environment. For theDepartment of Defense, this resulted in a strategic shift devoted to preparing for a traditional warwith China, with little contemplation for other means and methods of warfare Beijing mightemploy against Washington. This research project investigated which preferred form ofwarfare China might employ to counter the United States during the period of strategiccompetition. Additionally, this research identified which instruments of war have been employedmost predominantly in the top three US national security concerns as it relates to China. The datafor this project was collected from peer-reviewed and grey literature works. These documentswere analyzed by the researcher to identify and document instruments of war and theiroccurrences in historical events in the South China Sea, foreign investment, and cyber-attacks.The findings suggest that China has already employed a wide assortment of instruments of waragainst the United States, most below the threshold of open military conflict. Likewise, datasuggests that China has a preferred form of warfare-hybrid-with which to counter the USduring the period of strategic competition. These findings suggest the need for practitioners andpolicymakers to establish a collective understanding of what strategic competition involves.Moreover, these findings produced a new model of hybrid warfare which demonstrates a farmore dynamic employment of instruments of war than previously thought.
