The call for locally-led peacebuilding is a major subject for academic, policy and practice debates. This dissertation problematizes the "local" by tracing out its politics and processes through the study of natural resources management in the Kachin State of Myanmar. A key argument of the dissertation is that through community forest management, the "local" has helped build what I call "unlikely peace." Based on qualitative field research conducted between July 2013 to November 2017 in Myanmar, the findings of the study demonstrate that unlikely peace is an outcome of contestation and negotiation among various local actors who understand the importance of natural resources not just from an economic perspective but also from a sociopolitical perspective. In contrast to advocates of locally-led peacebuilding who see international actors' roles as problematic, the experience of community forest user groups in the Kachin State suggests the opposite: international actors can play a constructive role in building peace, in this case, unlikely peace. In some instances, however, religious, ethnic and legal factors in relation to community forest pose challenges to the unlikely peace, leading to what I call intransigent peace, which is a peace that brings limited or no change at the structural level thus perpetuating cycles of conflict. Becoming mindful of the sociopolitical dimensions of the local is crucial for policymakers and practitioners for natural resource management in general and community forest management in particular.
