This study presents the assessment of publicness in urban design by addressing how public are public spaces in the old city of Damascus, Syria. In the late twentieth century, the ancient city of Damascus was labeled as world heritage, and its urban fabric was protected by UNESCO. The traditional old city is the subject of many rehabilitations and renovation projects by local public authorities and many international NGOs. Mainly due to the civil conflict ongoing in Syria. Two overlapping frameworks were suggested to approach the publicness in the old city of Damascus. The first one addressed identifying public spaces as part of the urban designs in the old city, using a selection of criteria sited over three dimensions of urban designs theory. The first one is the morphological dimension, concerning the spatial structure of urban spaces, containing three criteria: layout, landscape, and scale. The second one is the social dimension, tackling the convoluted relationships between users and spaces; this dimension´s criteria encompass identity, security, and use. The last dimension is functional, which addresses the day-to-day function of the space´s constituent elements, presented in the selected criteria of access and control. The second framework assesses the level of publicness by applying chosen publicness indicators on targeted public spaces. The indicators are divaricated from three publicness dimensions of ownership, management, and accessibility. The ownership indicators include property and functions. The management dimension indicators include the type of management, presence of control, physical maintenance, and provision of facilities. While the accessibility dimension has three indicators: centrality and connections, visual permeability, and thresholds and gateways. The structure and narrative of Damascus's old city showed a complex system of public spaces formed by a combination of Mediterranean cities' public spaces and Arab-Islamic cities´ urbanism. Maintaining privacy and security was the main motive behind adopting the current spaces hierarchy in the traditional old city. Out of the diverse range of public spaces in the old city of Damascus, five of them were chosen for the publicness assessment, which includes: The main streets, the Harat, the secondary streets, the Cul-de-sacs, and the house´s courtyards. Each of these spaces´ publicness was assessed by applying the aforementioned publicness indicators, using the analyzed information and graphical data provided for this study. As a result of this assessment, the public spaces of Damascus´s old city vary in the level of publicness; they mirror the gradual transition from public to private through its level of publicness. This corresponds to the exploration journey from the city´s public areas outside the wall into its street network to reach the private areas of the houses. In the end, the assessment of public spaces revealed that each public space has its own particular publicness qualities, which may affect its level of publicness. Some spaces may have the same generic level of publicness, whether it is public, semi-public, semi-private, or private. Still, one of them will be more public than the other. The publicness of any public space will remain distinct from other spaces´ publicness, which reflects the particularity of the old city of Damascus public spaces.

Este estudo apresenta a avaliacao do "publicness" no desenho urbano, abordando ate que ponto sao publicos os espacos publicos na cidade velha de Damasco, na Siria. No final do seculo XX, a antiga cidade de Damasco foi rotulada como patrimonio mundial e seu tecido urbano foi protegido pela UNESCO. A tradicional cidade velha e objeto de muitos projetos de reabilitacao e renovacao por parte das autoridades publicas locais e de muitas Organizacoes nao-governamentais de desenvolvimeto (ONGD) internacionais, principalmente devido ao conflito civil em curso na Siria. Duas estruturas sobrepostas foram sugeridas para abordar o "publicness" na cidade velha de Damasco. A primeira abordou a identificacao de espacos publicos como parte dos projetos urbanos da cidade velha, usando uma selecao de criterios situados em tres dimensoes da teoria dos projetos urbanos. O primeiro e a dimensao morfologica, referente a estrutura espacial dos espacos urbanos, contendo tres criterios: tracado, paisagem e escala. O segundo e a dimensao social, abordando as complexas relacoes entre usuarios e espacos; os criterios desta dimensao abrangem identidade, seguranca e uso. A ultima dimensao e funcional, que aborda a funcao quotidiana dos elementos constituintes do espaco, apresentados nos criterios selecionados de acesso e controlo. A segunda estrutura avalia o nivel de "publicness", aplicando indicadores de "publicness" escolhidos em espacos publicos especificos. Os indicadores sao divididos em tres dimensoes de "publicness": propriedade, gestao e acessibilidade. Os indicadores de propriedade incluem propriedade e funcoes. Os indicadores da dimensao de gestao incluem o tipo de gestao, presenca de controlo, manutencao fisica e provisao de instalacoes. Ja a dimensao da acessibilidade possui tres indicadores: centralidade e conexoes, permeabilidade visual e limiares e fugas. A estrutura e a narrativa da cidade velha de Damasco mostraram um complexo sistema de espacos publicos formado por uma combinacao de espacos publicos de cidades mediterraneas e urbanismo de cidades arabico-islamicas. Manter a privacidade e seguranca foi o principal motivo para adotar a atual hierarquia de espacos na cidade velha tradicional. Da diversidade de espacos publicos da cidade velha de Damasco, cinco deles foram escolhidos para a avaliacao de "publicness", que incluem: as ruas principais, o Harat, as ruas secundarias, as ruas sem saida e os patios das casas. O "publicness" de cada um destes espacos foi avaliada, aplicando-se os indicadores de "publicness" acima mencionados, utilizando as informacoes analisadas e os dados graficos disponibilizados para este estudo. Como resultado desta avaliacao, os espacos publicos da cidade velha de Damasco variam quanto ao nivel de "publicness": eles refletem a transicao gradual do publico para o privado atraves do seu nivel de "publicness". Isso corresponde a jornada de exploracao das areas publicas da cidade fora da muralha, na sua rede de ruas para chegar as areas privadas das casas. No final, a avaliacao dos espacos publicos revelou que cada espaco publico tem as suas qualidades particulares de "publicness", o que pode afetar o seu nivel de "publicness". Alguns espacos podem ter o mesmo nivel generico de "publicness", seja ela publica, semi-publica, semi-privada ou privada. Mesmo assim, um deles sera mais publico do que o outro. A "publicness" de qualquer espaco publico permanecera distinta da "publicness" de outros espacos, o que reflete a particularidade dos espacos publicos da cidade velha de Damasco.
