The agenda to end hunger, achieve food security and improved nutrition is at the heart of the sustainable development goals. Despite the progress achieved in attaining the zero hunger goal, agricultural systems worldwide face immense risks that threaten to undercut the progress thus far. The climate crisis and associated effects of the health crisis are already impacting food systems, making the challenge of achieving food security more daunting. This reality is even more evident in developing countries, like Nigeria, where the majority of the population rely mainly on subsistence agriculture. The climatic and environmental conditions of the country's northern and southern regions continue to face a waning trajectory as the increasingly changing climate exacerbates food insecurity conditions in the country. With the COVID-19 pandemic, the challenges hampering the attainment of food security in Nigeria is heightened. This thesis examines the adverse impacts of the climate and COVID-19 crises on food security. It adopts a human rights approach in assessing the current legal and policy framework for food security in Nigeria and makes policy recommendations that yield better people-centric results in achieving food security. By identifying pitfalls in the current policy framework and their implications in hindering food security, the thesis advances the incorporation of human rights principles in strategies aimed at improving food insecurity in Nigeria.

520 $a Le but d'eliminer la faim, d'assurer la securite alimentaire et d'ameliorer la nutrition est au coeur des objectifs de developpement durable (SDGs). Malgre les progres realises pour atteindre le programme « zero faim », les systemes agricoles du monde entier sont confrontes a d'immenses risques qui menacent de compromettre les progres realises jusqu'a present. La crise climatique et les effets associes de la crise sanitaire ont deja un impact sur les systemes alimentaires, ce qui rend le defi de la securite alimentaire plus redoutable. Cette realite est encore plus evidente dans les pays en developpement comme le Nigeria, ou la majorite de la population depend principalement de l'agriculture de subsistance. Les conditions climatiques et environnementales des regions du nord et du sud du pays continuent d'etre confrontees a une trajectoire decroissante, alors que le climat de plus en plus changeant aggrave les conditions d'insecurite alimentaire dans le pays. Avec la pandemie COVID-19, les defis qui entravent la realisation de la securite alimentaire au Nigeria sont accrus. Cette these examine les impacts negatifs du climat et des crises du COVID-19 sur la securite alimentaire. Il adopte une approche fondee sur les droits de l'homme pour evaluer le cadre juridique et politique actuel de la securite alimentaire au Nigeria et formule des recommandations politiques qui donnent de meilleurs resultats centres sur les personnes dans la realisation de la securite alimentaire. En identifiant les ecueils du cadre politique actuel et leurs implications pour entraver la securite alimentaire, la these fait progresser l'incorporation des principes des droits de l'homme dans les strategies et recommandations visant a ameliorer l'insecurite alimentaire au Nigeria.
