This study was qualitative in nature and provided an understanding of concerns and solutions associated with proposed manpower cuts at United States Air Force Military Treatment Facilities (USAF MTFs). Currently, there is a pending proposal to cut 4,684 USAF medical positions. The purpose of this study was to better understand concerns and discuss practical solutions for mitigating impacts, maintaining provider staff productivity and motivation, job satisfaction, and prioritization of the current healthcare services. The literature indicated manpower cuts could lead to social affects by reducing praise, open communication, and motivation for provider staff as well as productivity and quality care to patients. This study aligned theory to derive solutions for continued quality care and staff motivation during manpower cuts. This was completed by first conducting interviews with provider staff and USAF consultants. This data was then analyzed by the researcher to inform a focused solution driven discussion with MTF leadership. Analysis and findings from the focus groups were summarized to highlight practical solutions related to mitigating impacts, maintaining provider staff productivity and motivation, job satisfaction, and prioritization of healthcare services. This study utilized Human Relations and Herzberg's motivation-hygiene theories to guide research in reference to this topic. The emphasis of these theories was to highlight how manpower reductions may lead to poor operations, low productivity, low motivation and job dissatisfaction for provider staff. Thirty participants' perspective from active-duty military service members were captured concerning mitigation and potential negative impacts from proposed manpower cuts. The research instruments used to collect the data were interviews and focus groups. A six-phase thematic analysis approach was used and eight themes emerged from the data analysis. Key implications for businesses and practitioners are that manpower cuts can become an essential part of any business work environment. This definitely applies if a business has to reduce employees for reorganization initiatives and downsizing. This includes maintaining staff productivity and motivation, job satisfaction, and prioritization of services to the customer. The research study confirmed that productivity, motivation, job satisfaction, and quality care will have negative impacts if cuts are implemented. The data from the interviews as well as focus groups were useful and identified how staff can still perform their job, increase effectiveness, and improve job satisfaction with pending cuts. This study also provided a platform for possible future research exploration of concerns and solutions from proposed manpower cuts.
