Tohum tarimsal uretimin ilk maddesi ve gida zincirinin ilk halkasi olarak yasamsal bir oneme sahip olmanin yaninda, ilk kesfinden gunumuze degin ehlilestirilip evcillestirilen, islah edilip cesitlendirilen, korunup saklanan ve kusaktan kusaga aktarilan tum insanliga ait biyolojik ve kulturel cesitlilik olarak tum insanligin ortak mirasidir.Tarimsal uretimden ayri dusunulemeyecek olan tohumun bin yillara dayanan hikayesi, tarihsel surec icerisinde bircok degisim ve donusume ugramis olmakla birlikte en koklu donusumu kapitalist uretim iliskilerinin hakim oldugu donemlerde, ozellikle icinde bulundugumuz son on yillarda yasamistir. Bilim ve teknolojide yasanan gelismelerin tohum uzerinde uygulanmasiyla tohumun biyolojik yapisinda bulunan kendini yeniden uretme niteligi hibrit tohumlar ve genetigi degistirilmis tohumlarin uretilmeye baslanmasiyla ortadan kaldirilmistir. Tohum fikri mulkiyet hakki kapsaminda uzerinde mulkiyet kurularak patent altina alinan bir uretim nesnesine donusturulmustur. Tum bu gelismelerin neticesinde bir sermaye birikim aracina donuserek metalasan tohum, sermaye icin karli bir yatirim alanina donusmekte ve tohum uzerinden hizlanarak devam eden bir tekellesme durumunu ortaya cikarmaktadir ki bu durum ekonomik ve toplumsal bircok olumsuzlugun ortaya cikmasini da beraberinde getirmistir.Hizlanarak devam eden tekellesme tarimsal uretimin hem bir girdisi hem de ciktisi olan tohumun besin zincirinin de ilk halkasini olusturmasi nedeniyle sermaye icin bir egemenlik insa araci olarak kullanilmasini beraberinde getirerek tohuma stratejik bir onem kazandirmistir. Bu stratejik onem gerek dunyada gerekse de ulkemizde kamusal tohumculuk faaliyetlerinin onemini ve gerekliligini gozler onune sermistir. Bu baglamda ulkemizde kamusal tohumculuk faaliyetleri yapmak amaciyla kurulmus Tarim Isletmeleri Genel Mudurlugu (TIGEM)'in de ne kadar onemli bir kurum oldugu ortaya cikmaktadir.

520 $a In addition to having a vital importance as first ingredient of agricultural productiin and the first link of the food chain, the seed is the common herigate of all humanity as the biological and cultural diversity of all humanity that has been tamed, domesticated, improved, diversified, preserved and transferred from generation to generation.The story of the seed, which cannot be considered separately from agricultural production, has gone through many changes and transformations in the historical process, but its most radical transformation has been experienced during the periods when capitalist production relations dominate, especially in the last decades we are in. With the application of the developments in science and technology on the seed, the self-reproduction characteristic of the biological structure of the seed has been eliminated with the beginning of the production of hybrid seeds and genetically modified seeds. The seed has been transformed into a production object that is patented by establishing ownership within the scope of intellectual property rights. As a result of all these developments, the seed transformed into a capital accumulation tool and commodified. It turns into a profitable investment area for capital and reveals an ongoing monopolization situation by accelerating over the seed, which has brought about the emergence of many economic and social negativities.The monopolization, which continues at an accelerating pace, has brought along a strategic importance to the seed by bringing it to be used as a means of domination for capital, since it is both an input and an output of agricultural production, as it also constitutes the first link of the food chain. This strategic importance has revealed the importance and necessity of public seed activities both in the world and in our country. In this context, it becomes clear how important the General Directorate of Agricultural Enterprises (TIGEM) is, which was established to carry out public seed activities in our country.
