It is important for every city to have green open space for leisure and recreational activities. Public parks not only have aesthetic value enhancing the quality of the built environment, but they also provide an opportunity for outdoor recreation, which has been proven to have numerous health benefits and contributes to the general wellbeing of people. However, for people to get the advantages from outdoor recreation, they must have unhindered access to these neighborhood parks. Accessibility encompasses a broad range of factors that may determine people's choice of park use or non-use. This research is an attempt to evaluate these factors and assess people's motivations for choosing or avoiding outdoor recreation at the neighborhood parks. An approach to this study was to examine the leisure experiences of people in affluent neighborhoods and compare their experiences with the experiences of other people living in lower income communities. This research hypothesized that the quality of leisure in affluent neighborhoods would be higher and more satisfactory than the leisure experiences of ethnic minority communities and people of color. Using indices of park quality, such as acreage and park facilities, the study was able to measure quality at randomly selected parks at the neighborhood level scale. This study also hypothesized that there are relationships between income, ethnicity, perception of safety and park use. By conducting a survey of fifty people from both affluent neighborhoods and lower-income communities, this research was able to measure the variables, subject them to statistical analysis and test the hypotheses. Finally, the results of the study are presented and discussed with recommendations being made in the conclusion based on the results of the study.
