Platform information technology (PIT) systems are essential to many national security systems, making them a significant target for a broad range of attackers, including nation-states and governments. The Risk Management Framework (RMF) is used to secure PIT systems, and considering the importance of PIT systems, it is imperative to ensure the RMF is being implemented as efficiently as possible. The purpose of this qualitative inquiry was to explore potential improvements to the RMF process for PIT systems which will ultimately make them more secure. Several studies address challenges with the RMF on government information systems, but there is a gap in knowledge with regard to improving the RMF process for PIT systems to ensure they become more secure. The research question used to address this gap in knowledge is, what are potential improvements to the RMF process for PIT systems of the Naval Sea Systems Command. The research methodology used for this study is a generic qualitative inquiry that is exploratory. The target population consisted of personnel with experience applying the RMF to PIT systems. The sample comprised thirteen experts from the research site that are in the Cybersecurity Workforce with a minimum of two years applying the RMF to PIT systems. Participant interviews were transcribed and uploaded to the NVivo platform for analysis. The data went through a coding process resulting in five themes and one outlier. The SAT model was then developed from the themes and outlier. The SAT model recommends scope/streamlining, acquiring technical personnel, and training to improve the current implementation of the RMF on PIT systems.
