The Russian government wages information warfare, as an asymmetric warfare tactic, against both Western adversaries and its regional neighbors through manipulating the information space in a manner that supports the achievement of Russia's strategic objectives without crossing the threshold of kinetic warfare. Traditional Russian information warfare tactics relied upon utilizing diplomats, covert agents, Russian assets, Russian state-owned media outlets, and unwitting third parties to introduce propaganda such as forged documents, fake news stories, and Russian narratives into the information space. Technological innovations such as the development of the Web 2.0 and social media platforms have afforded the Russian government a new medium, cyberspace, through which to utilize many of Russia's traditional information warfare tactics in new and innovative ways. The purpose of this research was to assess the tactics, techniques, and procedures used by Russian state-sponsored entities to conduct information warfare via cyberspace and evaluate potential detection and mitigation measures. The most current Russian information warfare operations tend to leverage social media platforms, troll accounts, social bots, fake news organizations, pseudo activist groups, and targeted advertisements to control the information that is presented to target audiences. As social media-based influence operations appear to have become a preferred Russian information warfare tactic, technologies capable of detecting these operations and mitigating the effects of these operations and educating social media users about the tactics utilized in Russian social media-based influence operations are discussed as bulwarks against such operations.
