This dissertation discusses military decision-making in a time-constrained complex operating environment. The study deliberates cognitive constructs such as spheres of influence, organizational characteristics, and leader traits as key contributors to military decision-making under such circumstances. More importantly, the dissertation discusses what and how cognitive constructs affected French and Vietminh commanders' decision-making in a time constrained complex operating environment. To understand the aforementioned relationship, the dissertation looks at the case study of the Battle of Dien Bien Phu in 1954. Documentation of the battle provides useful insight about French and Vietminh commanders' decisions in preparing for and conducting battle. Examination of the case will permit the researcher to determine if and how heurism affected the decisions of French and Vietminh commanders. In short, French and Vietminh commanders grappled with intractability, uncertainty, and vulnerability that affected decisions both positively and negatively. The result was a reliance on heurism to close the gap between formal and informal decision-making complexities indicative of a time-constrained operational continuum.
