Giovannoni and Becerra's (1979) landmark study on defining child abuse was one of the first major attempts at examining how professionals and lay people perceive child mistreatment. Their research emphasized that child abuse and neglect need to be defined and agreed upon by key people, the professional and lay people. Their research further established that the perception of child mistreatment involves a "social definition" which ultimately rests on cultural values. Research issues of definition and culture continue to be difficult, because they involve the uneasy task of defining what is acceptable child rearing among different cultural groups. It's clear there is no universal standard for child rearing practices, and at the same time, using extreme cultural relativism in which to judge the treatment of children would be counter-productive to children's well-being. The present study examined the perceptions of child abuse and neglect with regard to type and severity of mistreatment by comparing perceptions of 60 Asian and 60 white Americans. These two groups were compared on the basis of clinical vignettes used by Giovannoni and Becerra (1979) and 12 vignettes constructed by this researcher. In addition, a Cultural Identity Scale developed for this study and a questionnaire for sociodemographic characteristics were administered. Based on the premise that culture plays a significant role in determining values and perceptions, it was hypothesized that (1) the Asians would perceive a greater degree of seriousness of child abuse and neglect than the whites; (2) that the Asians closely identified with Asian cultural values would perceive child abuse and neglect as more serious; and (3) the Asians and whites would have similar perceptions with respect to the extreme forms of child abuse and neglect. Hypothesis 1 and Hypothesis 2 were not confirmed. Hypothesis 3 was confirmed. These findings suggest the contribution of ethnic cultural values and sociodemographic variables on perceptions of child abuse and neglect. The clinical and social policy implications are explored.
