In 2017, the Chief of Naval Operations expressed concern about the lack of empowerment throughout the U.S. Navy. This study assessed how empowerment is perceived by U.S. Navy Sailors within a military environment. Utilizing structural equation modeling techniques, the researcher tested a model in which empowerment mediated the effects of high involvement work processes and role clarity on a Sailor's job satisfaction, organizational commitment, and job performance. Empirical data was collected from 124 active-duty U.S. Navy service members via an online survey and tested using partial least squares structural equation modeling (PLS-SEM). Findings supported 4 of the 11 hypotheses developed by the researcher. Analysis revealed high involvement work processes (T = 2.63; p = .018) and role clarity (T = 3.43; p = .001) as statistically significant predictors of empowerment. Results revealed a statistically significant relationship existed between empowerment and job performance (T = 5.52; p = .000). Furthermore, analysis revealed that empowerment mediated the relationships between high involvement works processes and job performance (T = 2.39; p = .017) and role clarity and job performance (T = 2.31; p = .021). The researcher conducted a post hoc analysis testing the relationships between the independent and dependent variables separately to see if the results would produce any additional statistically significant relationships. Post hoc analysis supported 8 of the 11 proposed hypotheses. Analysis confirmed the previous results and added a statistically significant relationship between empowerment and job satisfaction (T = 10.22; p = .000) and empowerment and organization commitment (T =12.12; p = .000). For mediation, post hoc analysis revealed that empowerment also mediated the relationship between role clarity and job performance (p = .000) and high involvement work processes and organizational commitment (p = .03). These results are useful to all U.S. Navy service members especially those in leadership positions as it offers a better understanding on how empowerment influences the job satisfaction, organizational commitment, and job performance of Sailors. Future research should gather similar data from different naval units and other military branches and examine the effects of demographics such as time in service, paygrade, and geographical location.
