For many years, China recycled most of the world's plastic. However, in January of 2018, China enforced its National Sword Policy, which has since led to a drastic decline in the number of plastic imports. This is because for countries to continue to send their plastic waste to China they must meet the requirement of less than .5% contamination, which most cannot satisfy. Contamination is unrecyclable material, dirty plastic waste, and plastic bags in the notorious blue bin. Flagstaff, Arizona, is among the many cities were affected by this policy and has turned to throw its plastic waste into a landfill. Currently, the Material Recovery Facility (MRF) is only taking 1-2's in the shape of jugs, bottles, and jars. This is one of the numerous barriers in place that prevent Flagstaff from dealing with the root problem of plastic waste: the production of plastic. Arizona barriers include a ban on bans, a preemption law preventing regulation of plastic auxiliary containers, and a pro-business state.This research is analyzing the displacement of plastic caused by China's National Sword Policy. It will look through the problem of plastic displacement through the theoretical lenses of the treadmill of production, neoliberalism, and globalization. The methods are semi-structured interviews looking at the relationships between state preemption laws and local government with the help of state/local NGOs of: Boulder, Colorado; Austin, Texas; Portland, Oregon; and San Francisco, California. These cities were chosen for the research because they each give a unique perspective of waste reduction policies. San Francisco and Portland have a progressive approach to waste reduction. Boulder never sent its plastic waste to China. Additionally, Austin, like Flagstaff, is a liberal city in a Republican state.Through analysis of the relationships between state preemption laws, local government, and state/local nonprofits, I will create a recommendation for the City of Flagstaff, Northern Arizona University, and local nonprofits. This recommendation will inform them on how as a collective, the community can move forward dealing with plastic displacement by decreasing the need for single-use plastic and spreading awareness of the environmental, social, and economic determents of plastics. Some recommendations include advocating for governmental support on waste reduction, building the capacity of the 3Cs, focusing on the university community, and implementation of new educational campaigns.
