Over the last three decades, the international trade regime has paid increasing attention to the environment. While this is commonly discussed in terms of "environmentalism," little work has been done to suggest that activism is behind this development. Rather, existing literature tends to validate economists' concerns that environmentalism in the trade regime is "protectionism in disguise." This paper examines potential linkages between activism and environmentalism in Preferential Trade Agreements (PTAs). I explore the association between PTA environmentalism and activism, transnational activist linkages, and the "Baptist and Bootlegger" coalition. I find little evidence to support these associations; however find support for existing explanations. I also point to sub-sample variation in PTA environmentalism. These findings add to the claim that environmentalism in PTAs is related to protectionism and suggest environmental activists are failing to have an impact on PTA negotiations.

Durant les trois dernieres decennies, le regime de commerce international a porte uneattention accrue envers l'environnement. Tandis que ce developpement est souventdiscute en matiere ≪ d'environnementalisme ≫, il y a peu d'evidence pour suggererque l'activisme soit a l'origine du mouvement. Au contraire, la litterature existantetend a valider les doutes des economistes que ce regime de commerce est davan-tage ≪ le protectionnisme deguisee ≫. Cet article considere les liens potentiels entrel'activisme et l'environnementalisme dans les accords de commerce preferentiels (lesACP). J'explore l'association entre l'environnementalisme ACP et l'activisme, les liensactivistes transnationaux, et la coalition ≪ Baptist and Bootlegger ≫. Je trouve peud'evidence pour soutenir ces associations, mais plutot pour les explications existantes. Je mets aussi en evidence la variation dans echantillon concernant ces associations. Ces resultats renforcent l'affirmation que l'environnementalisme dans les ACP est lieau protectionnisme, ce qui suggere que l'activisme environnemental ne reussit pas a avoir un impact sur les negociations ACP.
