The First Amendment to the Constitution certifies that all citizens have the right to practice their religion of choice, the ability to candidly challenge the government, and provided a means of accountability to the people through the media. The Fourth Amendment grants citizens the right to be secure in their person and property. It precludes agents of the government from entering or confiscate materials without the consent of the owner or court order. However, advancements in technology, primarily cybertechnologies, have added additional concerns for federal investigators. The Internet is home to a number of ideologies and has provided a means for cultural exchanges with citizens around the world. Consequently, some of these exchanges are extreme in nature. This coupled with lack of commitment from world leaders to agree on unified international cybersecurity laws and terrorism has allowed foreign actors to exploit cyberspace. Similarly, in the U.S., domestic extremists have taken advantage of Internet civil liberties to further their cause and execute acts of terrorism. Foreign terrorists and domestic extremists have incorporated digital software that provides an encrypted means of communication. The Justice Department argued for broader investigator authorities in order to pursue suspected threats to national security more efficiently. In contrast, civil liberties organizations argue that changes that broaden the government's span of control is unconstitutional. Both sides argue provided evidence against the other to prove why changes should or should not be concerned. In the end, the Justice Department was granted increased authorities, but this action has received scrutiny from the public.
