The efficacy of emergency management placement in the California State University (CSU) institutions of higher education was the focus of this study. The study is a replication of a previously conducted study in other higher education institutions, the approach utilized quantitative and qualitative data gathered with the formerly validated survey instruments. The results were for the CSU system and also compared them to the previous research findings of the other systems. The results of this study indicated the need for reconsideration of placement within the CSU organization. At the same time, other results of this study were that some practitioners were satisfied with the status quo regarding efficacy of Emergency Manager Placement. This study concluded that further research could be conducted if time constraints were removed which may allow any researcher to reformulate questions posed in the survey.
