This study explored the lived experience of chief law enforcement executives to assess the applicability of a prima facie approach to ethical decision making when faced with moral dilemmas within their command. In 1957, the International Association of Chiefs of Police (IACP) implemented the Law Enforcement Code of Ethics to guide police officers in moral decision making. Despite creating an aspirational set of moral standards for the law enforcement profession, the IACP Code does not guide the decision maker when its tenets conflict in practical settings. Using W. D. Ross's deontological pluralism and ethical intuitionism, this study focused on the decision-making process of police chiefs serving municipal law enforcement organizations when deliberating conflicting ethical imperatives in the performance of their duties. A hermeneutic analysis of participants' stories affirmed the applicability of W. D. Ross's prima facie ethical principles to their deliberation of moral dilemmas, issues of moral courage, and practical dilemmas. Participants' interactions with the IACP Code was limited, and participants appeared to rely on their intuition, moral upbringing, and prior experience to inform their ethical decision-making processes. Chief law enforcement executives may benefit from both formal and informal opportunities to explore W. D. Ross's theory of prima facie ethical principles when deliberating moral dilemmas within the scope of their command.
