When you visualize what a police chief looks like, most likely the vision does not include a woman, and therein lies the problem. Women in the law enforcement field have historically struggled against systematic discrimination, gender bias, inequality, and mistreatment (Berry & Franks, 2010; Broughton & Miller, 2009; Cheung & Halpern, 2010). As women continue to fight for acceptance and equality, some good old boy holdouts remain (Wilson, 2007). It has been over a century since the first female police officer was sworn in, yet many specialty units, teams, and assignments do not include women (Archbold & Schulz, 2008; Ferris & Kacmar, 1992). Until recently, chief of police was one of those positions from which women were excluded, especially chief positions in municipal police departments. Women represented 1% of the total of police chiefs in the United States (Archbold & Schulz, 2008; Bureau of Justice Statistics, 2013; Lee, 2005; Reaves, 2011; Reaves, 2015; Schulz, 2003). This figure was grossly disproportionate to the number of law enforcement agencies and the number of females in the field of law enforcement. This qualitative and phenomenological study investigated the strategies and best practices employed by female chiefs of municipal police departments in the United States and explored the lived experiences and insights of 12 female police chiefs, using semi-structured interviews. The study was guided by research questions that focused on the strategies and best practices used to overcome barriers and obstacles faced by women as they were promoted up the ranks in law enforcement. This study gathered information regarding the participants' challenges, obstacles, successes, and recommendations for other women who aspire to become chiefs of police.
