There are many levels of urban planning that can be exercised whether it is on a state, regional, county, or municipal level. However, rural areas and their desired development at times get circumvented and are unable to take part in the planning process, especially the rural African-American towns. The Oklahoma communities analyzed in this study include the historically Black towns of Vernon, Tullahassee, Grayson, Taft, Redbird, Rentiesville, and Summit in addition to 5 non-historically Black towns that fall within the boundaries of the Eastern Oklahoma Development District. The focus of this study includes measuring the differences of historically Black towns and similarly sized non-historically Black towns according to key variables that indicate quality of life levels as well as assessing the level of engagement of the historically Black towns in formal planning processes. The importance of this research is to demonstrate that many of the small towns, especially historic Black towns, are not adequately informed about the processes that can be used to help them capture sustainability and development. The focal goal of this study is to examine the factors that influence the development planning of various sized towns in Oklahoma, thus, identifying and evaluating the various planning incentives among diverse communities.
