The telecommunications industry has evolved through a rapid progression of innovation and external influences over the past few decades. During this process, the Federal Communications Commission (FCC) has continued to intervene with more stringent regulation. The FCC 2015 Open Internet Order (OIO) established vital broadband Internet regulation that has arguably effected the industry in various forms. Proponents of the action claim positive events have stemmed from the efforts, while opponents suggest that there have been substantial negative impacts. The purpose of this study was to identify the effect that the FCC broadband regulation has had on Arkansas rural Internet service providers (ISPs) from the employee's perspective. To achieve this research study goal, a qualitative research methodology using a phenomenological design was utilized. This entailed accessing the National Exchange Carrier Association (NECA) membership listing for the participant data retrieval process, conducting interviews, and the generated data was coded using QDA Miner Lite software to allow for the identification of themes or key issues. There were six themes that emerged from the process to answer the research questions. The efforts of the FCC's broadband regulators have resulted with no foreseeable increase to competition levels for rural Arkansas ISPs. The FCC's broadband regulatory efforts have had a positive effect on the deployment of rural broadband Internet service providers.
