The International Monetary Fund continues to be a controversial organization in the workings of the global economy. For those seeking financial assistance from the IMF through the disbursement of a loan, austerity packages markedly contain a number of conditions the receiving country must comply with in order to receive the Fund's aid. Though conditions have evolved since the IMF's creation, criticism of their effectiveness has persisted. This thesis explores whether the 2018 Review of Program Design and Conditionality has been effectively implemented in the state of Ecuador. Through this case study, I argue that IMF loan conditionality, while successfully implementing improvements to its program conditionality, continues to affect Ecuador by triggering anti-neoliberal austerity protests, mobilizing indigenous groups, and impacting government stability. As previous research has shown, austerity policies, driven by IMF-program conditions, have the capacity to hurt those most vulnerable in societies. In order to keep the Fund accountable for its loan programs, this study will explore areas of success within the revised structure of conditionality and areas that need continued attention and improvement.
