Historical cell site analysis is used by law enforcement agencies to determine if a cell phone was in a general geographic location at the time a crime was committed (Daniel, 2017). Additional locating techniques such as drive testing and round-trip delay have also been incorporated into historical cell site analysis. Enhanced locating techniques attempt to further identify the potential location of a cell phone to a degree of accuracy greater than what is produced with basic cell site analysis.This qualitative case study explored the use of historical cell site analysis, the use of drive testing, and the incorporation of round-trip delay techniques in criminal investigations. The goal of this study was to determine if these methodologies meet the criteria established by the Maryland courts as an acceptable forensic process (Frye v. United States, 1923; Reed v. State (1978). This case study also evaluated the potential impact the use of historical cell site analysis, drive testing, and round-trip delay may have on personal privacy.
