This study looked for and analyzed evidence of malicious insider threat actors conspiring with nation-state adversaries to steal trade secrets from U.S. businesses. Although nation-state adversaries employ pervasive and persistent cyber-attacks against U.S. businesses, a co-opted insider threat actor is a more costly threat. This study analyzed the trade secret theft threat by three nation-state adversaries, China, Russia, and Iran and took a close look at evidence of the threat found in 24 cases. The case study identified possible indicators of the malicious activities of 35 insider threat actors as they conspired with a nation-state adversary to steal trade secrets for the benefit of the nation-state adversary. This research was conducted in parallel with a similar CERT study.The emerging picture showed aggressive, pervasive, and persistent efforts by nation-state adversaries to obtain trade secrets from U.S. businesses by any means, whether legal or illicit. China was involved in 94% of the 24 cases. Some cases involved both insider threat and external threat actors employing various attack vectors to break into a system and exfiltrate stolen proprietary information. In several cases, the insider threat actor appears to have taken the initiative to offer stolen trade secrets; but in most cases, insiders colluded with agents, officials, or entities representing the nation-state adversary to steal trade secrets. A nation-state adversary planted at least one malicious insider threat actor to steal trade secrets. In several cases, insider threat actors were co-opted to steal trade secrets.
