The purpose of this generic qualitative study was to explore foster parents' experiences in engagement in family partnership meetings and permanency planning. The research explored foster parents' role in engagement in the team decision-making process. The interest in this study was to gain a comprehensive understanding of how foster parents engage in the team decision-making process in collaboration with child welfare professionals to improve permanency outcomes for children in foster care. Mead's theory of role was the theoretical framework used to expand on the consensus and conformity of the social expectations of the role of foster parents. Data were collected from semi-structured interviews conducted with 15 study participants who have been a foster parent for at least two years within the past five years from the South/South Atlantic region of the United States. Thematic analysis was used to analyze the data from an inductive approach. Four themes emerged from the analysis: engaged through information seeking, role in engagement diminished by child welfare professionals, engagement only solicited to provide information, and ambiguous as to how to engage. The results of the themes revealed that foster parents experience role ambiguity, which may affect their ability to engage as contributors in the decision-making process. In addition, the results of the themes found explicit support that foster parents are limited to providers of information and not contributors to the team decision-making process by child welfare professionals. In conclusion, the findings of the study demonstrate that foster parents need more training, which clearly articulates the social expectations of their roles and need to be empowered by child welfare professionals to engage as contributors in the team decision-making process.
