The objective of this study is to analyze the primary causal relations of the formations and changes of Taiwan's rice policies between 1945 and 1980. The rice policies, as modes of related resource disposal, were initiated, shaped, implemented, and changed by involved social actors at both domestic and international levels when the actors tried to extract more resources. As an extension of the colonial and a Chinese wartime economies, rice policy in Taiwan between 1945 and 1949 was characterized by a formation process of an extractive policy. Through the policy, the state in Taiwan extracted rice to maintain itself in shape and to put down internal unrests. The extractive rice policy got momentum to develop from the coalition of the state in Taiwan and the U.S. aid missions between 1950 and 1973. Both actors collaborated to expand rice production and to reinforce the extractive mechanism of the rice policy by manipulating the production relations in the Containment age and in the Development Decade. The extractive rice policy was changed to be a price-support policy around 1973. However, it was constrained internally by its functions to help capital accumulation and externally by Taiwan's long-term grain imports. Particularly after 1978, when grain imports from the U.S. was taken as a political imperative, the supportiveness of the rice policy was frozen at a very low level. The conclusions of this study show that the rice policies were always conditioned by Taiwan's specific historico-structural factors, which have been slighted by the policy modelers and the dualistic development economists in their analyses.Subjects--Topical Terms:
