This thesis seeks to answer whether there are discrepancies in the distribution of compensation to victims at a national, state, and local level of domestic violence, gun violence, and rampage shootings, and if so, what factors account for these discrepancies. I propose that differences in compensation are shaped by the degree to which those harmed fit the image of an ideal victim. Key to this inquiry is determining how victims come to be considered wholly worthy, less worthy, or not worthy of compensation by the members within a victim compensation board. Key findings are that perceptions of victims are shaped by the specific type of crime they suffered, whether they have a prior criminal record, (particularly in the case of gun violence), as well as several key demographic factors. This study shows that the image of ideal victims affects reporting rates and compensation awarded. These discrepancies demonstrate the injustices that still befall citizens of particular demographics. Finally, I offer several alternatives to lessen these discrepancies.
