Politics in India today is characterized by temporary coalitions, shifting political alignments and an unpredictable electorate. This dissertation shows that the decline of a predominant type of party system in India has created a new dynamic in party politics in the country. The breakdown of the old system dominated by the Congress, the former catch-all national party, has changed the direction of political competition from a single party hegemony to greater party competition among new political formations. The rise of the Bharatiya Janata Party (BJP) with its roots in extremist Hindu nationalist ideology is one example of the different kinds of political formations that have emerged with the change in the party system. However, the BJP does not represent a politicized ethnic identity. Nor does it reflect a political expression of a new social cleavage. And finally support for the party is not a function of new attitudes or new issues among the electorate. Instead, this dissertation argues that the rise of the BJP is integral to changing political and social alignments and has emerged to fill the vacuum created by the decline of the Congress party. In addition, within the new institutional context of greater party competition, there has been a process of "domestication" of the BJP. The majoritarian system forces parties that seek to be electorally successful to build broad coalitions and appeal to diverse interests by projecting a centrist image. As a result, the BJP has attempted to shift from its hard-line Hindu nationalist position, which attracted limited support, to a more aggregative strategy of party building and expansion of social bases. The analysis of changing political and social alignments at the national and state level in India is set in a larger discussion of parties and party systems, the institutional context which shapes the strategies of parties, the representation of interests and the moderating effects of democratic politics.
