U.S. Federal Government executives and managers continue to face challenges in bringing forth innovative Information Technology (IT) solutions to solve complex problems in the public domain to benefit citizens. IT is at the core of new or improved solutions in the public sector. The "wisdom of the crowds" can be a cost-effective approach to solve IT problems for federal agencies. This study used an exploratory, qualitative approach to research the evolving crowdsourcing phenomenon. The study researched the views of crowdsourcing decision-makers, both experienced and inexperienced, in federal agencies. The goal of this paper was to identify the opportunities, barriers, and best practices associated with the executive decision to leverage crowdsourcing for IT innovation in the U.S. Federal government. The application of crowdsourcing methods for IT innovation in a government culture differs from private industry. The research findings affirm the applicability of crowdsourcing as a method for IT innovation in federal agencies. Moreover, federal agency culture and the lack of awareness and understanding of crowdsourcing for IT innovation are factors for crowdsourcing adoption. This research offers a federal government executive perspective on crowdsourcing for IT innovation and proposes a framework to support federal government practitioners in the decision to use crowdsourcing for IT innovation and problem solving in federal agencies.
